Frank Holzer promovierte 2003 in den Ingenieurwissenschaften an der Martin-Luther-Universität Halle-Wittenberg. Er forschte von 2004 bis 2006 an der Florida State University in den USA zum Schadstoffabau in Abwässern mittels nichtthermischer Plasmen. Seit 2006 arbeitete er als wissenschaftlicher Mitarbeiter in verschiedenen Projekten am UFZ und der Hochschule für Wirtschaft, Kultur und Technik (HTWK) Leipzig mit den Schwerpunkten Radiowellentechnolgie und Plasmaanwendungen. Er ist Mitarbeiter in der Arbeitsgruppe Angewandte Umweltphysik.
