Abstract | It is broadly recognised that decision problems in environmental planning disciplines have become increasingly complex in the last few decades. Especially in the spatial planing disciplines such as water resource management, forestry and landscape planing, the development objectives and planning methods seem to have become increasingly interwoven and conflicting. Spatial decisionmaking provides a methodology for dealing with spatial conflicts between contradictory objectives and the interests of involved decision makers. The European funded project MULINO (MULti-sectoral, INtegrated and Operational Decision Support System for Sustainable Use of Water Resources at the Catchment Scale), launched in 2001, seeks to improve the quality of decision making and to achieve a truly integrated approach to river basin management. The project aims to assist water authorities in the management of water resources by developing a decision support system (DSS). Through the integration of environmental models with GIS functions and multi-criteria decision methods, the software tool (mDSS) is being developed as an operational tool, which meets the needs of European water management authorities and facilitates the implementation of the EU Water Framework Directive. The present paper summarises the experience collected and results achieved from the project development during the first year. The emphasis is given to the contribution of geographic information to environmental decision-making and in this light, the consequences for the European Spatial Data Policy for European R&D projects is discussed. |
