| Abstract | It has been emphasizing the numerous challenges that entrepreneurs face. Purpose of the manuscript: to present barriers related to the establishment and development of enterprises in municipalities. An attempt was made to determine the most important factors hindering the establishment and development of enterprises at the local level. A survey method was used. Two original surveys were prepared, one addressed to entrepreneurs, the other to representatives of local government units. The most important restrictions on the activities of entrepreneurs included: the functioning of the regional market, in particular its size and the level of income of the population; on the other hand, the activities of entrepreneurs could be hampered by poor availability of raw materials or an insufficient number of cooperators and suppliers. Local government authorities expressed the opinion that the size of the regional market and people's income are important factors limiting entrepreneurship. |
