| Abstract | Although planning and plans are found in all areas of life and society, they are still vague on a conceptual level. The paper proposes to understand plans as complexes of (at least) temporally or spatially differentiating norms. Accordingly, spatial plans and time plans can be distinguished and examined. The essential control function of a plan lies in the coordination of actions both with each other and with their context. It creates a coherent set of actions whose individual actions can achieve their respective purpose more effectively, more efficiently, with a higher probability or even only because the other planned actions are carried out at their planned position in space or time. |
