Abstract The background of this conceptual paper are the manifold efforts in Germany to establish and continue to develop municipal ESD landscapes. The research related to this is directed at identifying factors which are either favorable or unfavorable for ESD implementation. Against this background, we outline the process of deriving research questions for new qualitative research. This is to be realized by adopting a governance-analytical perspective. Based on a literature review, we elaborate on the state of research and discuss two promising governance approaches along with associated empirical findings. With further literature review we also address the question why we consider expert interviews to be an appropriate data collection and analysis approach. We conclude that it is not only important to focus on the coordination of collaborations, but likewise to include the history of municipal cooperations, existing ESD (self-)understandings of involved actors as well as collaboration practices. Based on that we identify research gaps and specify research questions. The research questions generated can serve as a basis for further research on ESD. Corresponding empirical research may optimize municipal ESD implementation processes.
