Abstract | The legal framework for the sustainable management of water resources in Germany has been improved at Federal and Land levels over recent years. For example, legislation in Saxony-Anhalt now requires renaturalisation of flowing waters. This offers a better basis for the implementation of integrated strategies for the protection of bodies of water which take into account the complexity of anthropogenic influences and derive quantitative environmental quality aims. In the new federal Laender of east Germany the situation is particularly complicated, since the protection of bodies of water were neglected in the GDR. Additionally, the simultaneous closures of various opencast lignite mines have caused considerable problems. The necessary flooding regime requires a compromise between the fight against acidification and the fight against eutrophication. In the area Dessau-Bitterfeld- Wittenberg, which faces particular problems but also has a rich natural potential, a water landscape project has been realised in preparation for the world exhibition EXPO 2000. Various single projects will demonstrate how the transition to a sustainable use and protection of water resources can be managed. |
