Abstract Deindustrialisation, loss of population and the need to restructure the built enviroment have become major topics of urbanist discussions in Germany. Nevertheless, important issues concerning the problems, dependencies and dynamics of the decline remain unclear. Against this background, the paper discusses several findings of a sociological research project in the Saxonian city of Weisswasser. It argues that decline has not only become the main determinant of urban development, but that it has also lead to a downward spiral in which negative trends of the conomy, demography and social structure reinforce each other. As a consequence of this development, Weisswasser is in urgent need of a radical urban restructuring, aiming at both the existing housing stock and the physical and social infrastructure. Using research results about problems related to ethnic in-migration and residents' perceptions of the situation and expectations for the future, we show that the problem of decline defenies even those issues that do not seem to be related to it at first glance.
