Abstract This study investigates the regional governance of biomass-based carbon dioxide removal (bioCDR) in Germany, emphasizing key challenges and opportunities identified through stakeholder engagement across three regions. Results reveal that no single bioCDR method suffices for scalable carbon removal. Instead, region-specific portfolios are essential due to varying ecological, political, and socio-economic contexts. Stakeholders highlighted substantial challenges, including regulatory uncertainty, land-use and biomass competition, and lacking social and political debates. Yet, significant opportunities emerge, such as local co-benefits like biodiversity and water retention, and regional innovation in governance structures. The study also finds that implementation is often hindered by fragmented governance and insufficient public engagement, but locally adapted strategies and stakeholder networks can help unlock bioCDR potential. These findings underscore the need for multi-level governance frameworks that align national ambitions with regional realities, ensuring effective and equitable CDR deployment while informing future policy design and regional implementation strategies.
