| Abstract | The use of renewable energies is seen as the key for reducing greenhouse gases. Therefore, since 2009, the Renewable Energy Act promotes ground-mounted photovoltaics (PV) plants next to traffic routes (railroads, federal roads, federal highways) because those areas are considered as socially, economically and ecologically less valuable. In recent amendments, the promoted strip (110 m, 2009) was gradually expanded to 200 m (2021) and to 500 m (2023) in reaction to the RE expansion goals and the increasing need of area provision.To investigate the effect of those amendments, we analyse the development of ground-mounted PV systems next to traffic routes in the period 2000-2023 with the help of geo-information data on plant sites, traffic routes and area properties.The area data for ground-mounted PV plants indicate that more and more ha are being built with plants next to traffic routes. Currently, 39 % of all ground-mounted PV plants (area) are located 500 m next to traffic routes (6,919.5 MW). The analyses shows that the introduction of subsidies has stimulated the expansion alongside traffic routes but depends at the same time on the generic expansion development of ground-mounted PV. Furthermore, the research illustrates the anticipation of the strip expansion as the 500-m-strip was already used as area many years before the subsidy was introduced. However, with regard to land use patterns and soil quality, the areas covered by PV plants next to traffic routes are mostly agricultural areas of all categories of yield potential (low, medium, high). |
