Abstract The complex transition to a sustainable bioeconomy requires a wide range of technical, market and societal innovations, but above all it will not succeed without appropriate state control. This is because existing distortions of competition to the detriment of biobased products and closed-loop systems favour the persistence of markets and institutional structures in the previous fossil- and throughput economy-based form (market failures). Fair competition is thus not yet possible. Against this backdrop, this article examines the economic justifications, manifestations and prospects for success of bioeconomy governance, i.e. a steering and regulatory system (policy instruments, but also actor networks) that can initiate a change of path towards a sustainable wood-based bioeconomy. The article outlines the basic lines of a bioeconomy governance for the wood sector that is both enabling and restrictive in terms of sustainability.
