Abstract Phosphorus is a vital element for all life on earth. At the same time, phosphate rock is a finite resource. The scarcity of the essential nutrient on the one hand and ineffective agricultural phosphorus use and over-fertilisation on the other are global concerns that are not limited to several countries. This chapter provides effective governance approaches that promote sustainable phosphorus use in agriculture in line with the environmental targets set in the Paris Agreement and the Convention on Biological Diversity. The results build on a legal comparison between the industrial country Germany, the emerging economy Costa Rica and the developing country Nicaragua. It will therefore be shown that the phasing out of fossil fuels and the minimisation of livestock are directly connected with phosphorus governance and thus need to be addressed. In this respect, the application of economic policy instruments on a preferably broad geographical scale has proven to be advantageous compared to command-and-control approaches that have since maintained focus on single legal fields. Therefore, effective phosphorus governance requires a mix of both- economic policy instruments regulating major polluters and complementary command-and-control regulations for fine-tuning, e.g., to avoid hotspot problems or foster phosphorus recycling. These core findings are also applicable to other world regions.
