Abstract | For the protection of the Baltic Sea the reduction of nutrient emissions by diffuse sources is a key factor. In this paper an extended summary of a doctoral thesis is presented dealing with cost-effective solutions for diffuse nutrient load reductions to the German part of the Baltic Sea by minimal social costs. The calculation of these costs is of great importance for policy-makers willing to achieve an obliged reduction goal at minimal costs. Therefore, after determining the load case (nutrient surplus, nutrient emissions and immissions) the reduction potential of the investigated area is found out by linking land use and soil types. A cost-effectiveness-analysis of considered abatement measure is carried out for different reduction objectives. Concluding, policy recommendations can be derived by the results of this study delivering a first insight and basic information for the strategic orientation of the water protection policy. For example the results show a great influence of the measure “advisory service” and its rate of implementation, so the cooperation between land- and water management has to be strengthened. The approach of this study is also of significance for the implementation of the European Water Framework Directive. |
