 Why are toxicogenomic studies not used for water quality assessment?

If an in vitro bioassay is used for risk assessment of chemicals, and there is a clear link between the response in the in vitro bioassay and the effect on the organism level, can this assay then automatically also be applied as a tool for water quality monitoring?

Is cytotoxicity a relevant/useful endpoint when we are applying in vitro bioassays for water quality assessment?
