Module law

Objective: To impart and apply BGI-relevant ordering and planning instruments.

Coaches: Prof. Dr. Moritz Reese and Felix Klickermann (UFZ).

The "Law" coaching module conveys the legal foundations of planning, implementing, and financing BGI projects and offers an opportunity to exchange information on legal questions, obstacles, and solutions. Project-specific legal advice is not included.
First, the essential legal topics, questions, and materials for the coaching will be reviewed and compiled. Then, during the first inter-municipal expert meeting focusing on law (4th quarter of 2025), the participating cities will receive joint training on these topics.

  • Liability risks in the operation of blue-green infrastructure – and how to avoid them
  • Planning tools for BGI development
  • Requirements for environmental protection, especially groundwater and soil protection
  • Legal issues concerning BGI on public traffic areas
Subsequently, the respective city administrations inform the legal project team of their specific areas for further study. An exchange on these topics takes place as part of the systematic consultation provided to municipalities regarding the implementation of blue-green infrastructure. At the conclusion of the project, the developed coaching toolbox and the content of the implementation strategies will be evaluated and optimized.
