River Basin Management plans under the Water Framework Directive 2015:
Evaluation and harmonization requirements

Under the EU Water Framework Directive (WFD), Member States are obliged to develop management plans (Art. 13 WFD) and programs of measures (Art. 11 WFD) for each river basin. In March 2010 the first were sent, and in March 2016, the results of the second RBMPs should be send to the European Commission. The drafts of the second management plans have already been published on 22 December 2014.
Within the framework of the project "Status of water 2010, management plans and programs of measures of the Water Framework Directive" a summary brochure on the results of the first River Basin Management Plans was published. This booklet will be updated in this project based on the second management plans. This summary brochure on the results of the second river basin management plans and programs of measures under the WFD is used inter alia for the national and international public relation of the German Federal Ministry for the Environment and the Umweltbundesamt.
Because of the differences identified, the deficits in the preparation of the RBMPs and the criticism of the EU Commission, a Germany-wide harmonization for second RBMPs is provided. Therefore, a "Work Program River Basin Management" was placed by Bund Länder Arbeitsgemeinschaft Wasser (LAWA). In order to assess what progress has been achieved in the previous harmonization process, the management plans and programs of measures of the second cycle will be analyzed and identified potential best practice examples will be identified.
