Abstract

Germany finds itself in a distinct process of change, which particularly affects the environment and landscape in urban areas. This process cannot be solely attributed to the reunification of Germany and the related rehabilitation of environmental damage in East German city regions, instead it reveals a general trend which assigns a higher importance to the environment and landscape in the development of cities. Many initiatives of cities are based upon this trend and little success can already be seen. The general development towards a scattered urban landscape based on extensive individual mass mobility cannot be brought to a halt. In addition to this the processes of catching up in East Germany with regards to suburbanisation have proceeded in the same way as in West Germany before the reunification, even though this development was already recognised as being ecologically detrimental. This reveals an inability to control the landscape development process as a whole. Technological progress enabled environmental improvements to be carried out in East German cities within a short period of time comparable to those in the old federal states (old West Germany). New sources of pollution increased in German cities simultaneously due to increased consumption and motorised-based mass mobility, with which the effects of the new technology were unable to keep pace. Technologically oriented "end-of-pipe strategies" are still the main methods of action used by local authorities. Single objectives are selectively followed without taking account of conflicting goals. Regional environmental quality objective concepts, sustainable land use concepts, economic controlling instruments and ecological scenarios develop slowly as foundations and controlling instruments to work from. Urban landscapes take on new forms which indicate on a new importance of multiple use of areas, revolving uses of building structures, use of environmentally friendly materials and a closer relationship to nature in the daily life of the residents. Therefore, a vision of a new urban landscape is required for these new forms to produce a link between culture and nature and the operation of this model. In the future a departure must be made from the previous preserving/ conservative strategies used in urban development, landscape planning and nature conservation in urban landscapes.
