Shrink Smart - The Governance of Shrinkage

Genoa is one of the most ancient and important city of the whole mediterranean sea. At the beginning of last century until the sixties Genoa was also an important industrial center. When deindustrialization began, It brought also the stop of massive in-migration flows of industrial workers coming from southern Italy. Ageing has been increasing since then, given the typical low fertility demographic model that has always characterized the city. Major consequences of shrinkage which in thirty years made disappear almost one third of the residents are needs of care for the large elderly population and a significant under-usage of the housing stock (flats of more than one room inhabited by only one person).
