Peri-Urban Land Use Relationships – Strategies and Sustainability Assessment Tools for urban-rural Linkages


The project

The PLUREL project used multidisciplinary methods to develop four scenarios of Europe’s outlook in 2025. These four scenarios were the basis for the study of possible future land use changes in Eruopean urban areas in general and in particular for six case study regions: Haaglanden, Koper, Leipzig-Halle, Manchester, Montpellier, and Warsaw. In addition, the Chinese city of Hangzhou was used for comparison. The aim of the project was to develop tools for analyzing and visualizing land use changes and their impacts.

The PLUREL project is an Integrated Research Project of the European Commission’s Sixth Framework Programme. It was carried out from 2007 to 2010 by 31 partner organizations from 14 European countries as well as China, under the direction of the University of Copenhagen.

The Leipzig-Halle case study region

The Leipzig-Halle case study region has been experiencing both population growth and decline side-by-side, with new development continuing desprite pre-existing brownfileds and high vacancy rates. Particularly challenging for spatial planning in the region is its division between two federal states and the subsequent number of different interest groups and the diversity of strategies.

The regionally-based Helmholtz Centre for Environmental Research – UFZ contributed to the results of the project and undertook the task of coordinating the Leipzig-Halle case study, along with the support of a regional team of stakeholders.
